Plastic Pipe & Hose Cutter with Spring Action. The unique cutting action of the Harvard Contractor’s cutter is produced by slightly rotating or rocking the cutter on the pipe while squeezing lightly on the handles. After just a few cuts, anyone can make fast, clean, straight cuts. The rotating action is not necessary for rubber hose or soft tubing.
